Lessons from the Rock for Europe's banks

LONDON (Reuters) - In November 2010, rumors swirled through financial markets that Spanish bank BBVA was suffering a run on its deposits. The share price fell before excitable traders realized they had made a mistake.

In fact the bank was holding a "fun run" in Madrid and customers had lined up outside its branches to get their T-shirts. In a jittery market, talk spread quickly and few things worry bank investors and customers more than talk of a run.

Nervous times have returned to the euro zone, and customers are worrying again about whether their savings are safe.

Banks, regulators and policymakers in Greece, Spain and across Europe are back on high alert to avoid a repeat of the most catastrophic risk for a bank -- a loss of confidence among savers, or a run on the bank.

A run may start irrationally, but once it takes hold the panic can be entirely rational. No-one wants to be last in line if everyone else is pulling out their cash.

A run on Britain's Northern Rock in September 2007 was one of the most sudden and shocking events of the financial crisis.

It was the first run on a British bank for more than 100 years and critics said it made the country look like a banana republic. Yet it is providing lessons on how to limit the damage in future.

"The key thing to learn is that runs can happen out of nowhere and once they start they are incredibly difficult to stop. And to stop them you have to do far more than you expect, and to do it far more quickly than you expect," said Alistair Darling, Britain's finance minister at the time.

"With what's going on at the moment, it's clear that many Greeks have taken their money out. If you're not careful, a trickle can become a flow and it can then become an absolute torrent," Darling told Reuters in an interview.

The dynamics have shifted, but there is now a greater risk that panic will spread to more than one bank.

"Northern Rock was a question about the soundness of the bank. Now the question is about the soundness of the government," said Nicolas Veron at Brussels think-tank Bruegel.

"Then there is a related question - for countries that are at risk of leaving the EU, it could make sense to withdraw the deposits. It becomes a currency risk," he said.

If Greeks fear their country could leave the euro, they may not want to keep their money in a local bank and risk seeing it devalued.

As a result, deposit insurance schemes can offer only limited support.

A guarantee helps, but not if there are doubts that the government can pay, and it doesn't protect against currency redenomination, as in Argentina in 2001, when the value of deposits fell 20 percent.

Reassuring customers they will not lose money and strengthening the deposit guarantee scheme is nonetheless the biggest lesson learned from Northern Rock.

"It came as a bolt from the blue and people weren't sure of their protection, and then there was some spectacular and sensational media coverage. It was difficult to control," said a person involved with events at that time.

RUN ON THE ROCK

Northern Rock was caught on the back foot when news of its problems were reported by the BBC late one Thursday night.

The bank, which had grown rapidly to become Britain's fifth biggest mortgage lender, had needed emergency funding from the Bank of England a few days before, having been frozen out of wholesale funding markets due to a reckless business model.

The BBC report caused panic among savers, which got worse when policymakers were slow to reassure them.

Thousands queued outside Northern Rock's branches from early that Friday, over the weekend, and on the Monday. When Darling stood up to tell people their savings would be 100 percent guaranteed, the queues quickly disappeared.

Reassurance came too slowly and ministers were criticized for not doing enough to calm savers.

"Our lesson from Northern Rock is we let it run for three or four days, which was far, far too long," Darling said.

"The problem was the government did not appear to be in control of events, and it wasn't. It wasn't until the Monday evening when I announced the formal guarantees that we were able to stop money leaving," he said.

Although that slowed the visible run, deposits continued to be pulled from Northern Rock by online, postal and telephone customers in a so-called silent run.

About half of Northern Rock's 24 billion pounds ($38 billion) of retail deposits were estimated to have been withdrawn.

Other banks also suffered silent runs during the crisis, including Belgium's Fortis and U.S. lender Wachovia, and in the modern era that is seen as the biggest risk for banks.

It may lack the drama of a High Street panic, but big amounts can move quickly and easily at the click of a mouse.

Britain and other countries have made the rules on compensation less complex and more generous, and banks now regularly communicate that. Four years ago, only the first 2,000 pounds ($3,000) was fully guaranteed, and then 90 percent of the next 33,000 pounds ($52,000). Now it is 100 percent of 85,000 pounds ($133,000), and other European countries guarantee a similar amount.

Consumers are more financially aware. During Northern Rock's crisis, a branch manager was barricaded in her office after refusing to allow one couple to withdraw 1 million pounds. Deposits are now typically distributed across more banks.

As well as being attacked for a poor communications strategy, British authorities were criticized for a lack of contingency planning, weak coordination between the Treasury, the central bank and the regulator, and lax supervision.

Risks at Northern Rock had been identified in "war games" held in 2005, but steps to address weaknesses were not taken.

But Darling said the Northern Rock crisis did mean the government acted sooner and more decisively a year later when Royal Bank of Scotland was on the brink of collapse.

"We were determined that we would not let it happen again, and this time we were dealing with big global players ... we had no hesitation in taking the action we needed to do," he said.

SLOW RUN

Other banks have suffered runs before and since Northern Rock, and more will in future.

"If people think that their money might be at risk, it's entirely rational for them to take it out," Darling said.

In 1933, President Franklin Roosevelt took drastic action to halt a series of runs on U.S. banks, successfully calming savers with an effective 100 percent deposit insurance.

Greeks were last week rattled after the country's president said savers had withdrawn 700 million euros ($875 million) in one day. That prompted a similar amount to be withdrawn the next day.

The exodus slowed, and there has been no sign of panic or queues at branches in Athens. But there had already been a slow run on Greek deposits -- about 72 billion euros ($90 billion), or 30 percent, has been taken out since the start of 2010.

A bigger worry is that Madrid's banking crisis or a Greek euro zone exit could prompt an exodus from Spanish banks.

Shares in Bankia plunged last week after a report that 1 billion euros ($1.25 billion) had been pulled out by customers, forcing the government to deny the claim.

There has been no sign of panic in Spain, and the latest deposits data from its central bank showed a slight increase in March, although about 55 billion euros ($69 billion) has been withdrawn in the year to March, or 4.6 percent.

But Santander's British arm did see 200 million pounds ($300 million) withdrawn last Friday after it was included in a Moody's credit rating downgrade of Spanish banks.

Several local governments withdrew funds from Santander UK due to worries about its parent, Spain, or the euro zone, even though it is an autonomous subsidiary and is self-sufficient in capital and funding, showing the risk of a run is not just about retail customers.

Britain's local authorities are risk-averse after many lost millions of pounds held in Icelandic banks.

Plymouth City Council told Reuters it removed funds from Santander UK on Friday, while Kent, Oxford and Waltham Forest said they had taken out deposits and were reviewing the situation. John Simmonds of Kent County Council said he was reassured that capital could not be drained by its Spanish parent, but he was now "waiting for the fog to clear a little".

At least five more councils, including Westminster and Middlesbrough, told Reuters they had stopped depositing cash with Santander UK in the last two years, due to Spain and the euro zone concerns.

Unlike four years ago, there was a swift reaction to quell any panic, and the Financial Services Authority confirmed no money could be sent to bail out the parent. Santander UK said activity returned to normal the day after Friday's withdrawals.

With the euro zone crisis likely to drag on, there have been calls for a pan-European deposit scheme to reassure savers in countries like Greece. But that would fail to protect against currency risk and would probably face opposition in Germany, which does not want to pay for more problems elsewhere.

Compound Based on Hazelnut Oil Could Bring Healthful Benefits to Baby Formula

Researchers have designed a new molecule that resembles one found in breastmilk that could bring nutritional benefits to infant formula. The team created the compound based on hazelnut oil, using a design that when digested, is broken down into several essential nutrients.

Human breast milk is the best source of food for infants. University of Georgia researchers have found what may be a new second best?formula made from hazelnut oil.

Casimir Akoh, a UGA distinguished research professor of food science and technology in the College of Agricultural and Environmental Sciences, developed a new nutrient based on hazelnut oil that better mimics the structure of mother?s milk, which makes it better suited to nourish infants. The results of his study were published in the Journal of Agricultural and Food Chemistry on May 23.

?Human milk is the most valuable source of nutrients for infants,? he said, ?but it is not always possible to feed infants with human milk, and supplements and formula are needed.?

Mothers naturally provide the healthful omega-3 fatty acid DHA, docosahexaenoic acid, and omega-6 fatty acid ARA, arachidonic acid, which are important?for the development of the brain and other organs?to infants during the last three months of pregnancy and through breast-feeding. Akoh?s development of fats from hazelnut oil contains DHA and ARA at the same molecular positions found on fats in human milk.

?The fatty acid profile of human milk is the gold standard when designing the fat composition of infant formulas,? he said. ?The unique structure of human milk fat increases digestion and absorption of the fatty acids and improves calcium absorption.?

Traditionally, infant formulas are made using vegetable oils combined with algae-derived DHA and ARA fatty acids. But infants may not digest algae-derived fatty acids efficiently as a physical mixture of two oils.

?If you add DHA oil with vegetable oil, then the fatty acid (palmitic) shows up at the ends of the molecule,? he said, ?and this is different (reversed) from how it is in the mother.?

Even though breast milk and infant formulas both have saturated and unsaturated fats, the chemical makeup of a molecule of human milk is more digestible than a molecule found in formula. The molecular structure of breast milk fat has saturated fats surrounded by unsaturated fats. Formula has the opposite structure.

?Metabolism is different for physically blended vegetable oils in infant formula,? he said. ?When you digest these molecules, it is not the same. That is why we try to put these fatty acids together on the same molecule.?

Akoh?s design using hazelnuts includes all the components in one molecule. The new molecule also includes palmitic acid in the middle, which is found naturally in human milk fat and in the oleic acid in hazelnut oils.

?Other people use a blend of vegetable oil. With the palmitic acid at the top or bottom of the structure instead of the middle, they lose the energy they could get from the palmitic acid metabolism, and they also lose nutrients like calcium,? he said.

When nutrients are digested, the molecules are broken down starting at the ends. ?As saturated fatty acids, such as palmitic acid, are cut from the top and bottom, they combine with calcium to form calcium soap of the acid,? Akoh said, ?and you don?t want soap in your body.?

Adults and infants can benefit from the improved product.

?In general, American diets are very low in fish oils,? he said. ?We are not like the Eskimos who eat a lot of salmon or fatty fish and have DHA in their diets. So, even if we are breast-feeding, it might be advantageous for the mother to take a capsule as a supplement if they are not eating the fish so they can pass it on to the infant.?

UGA is currently working to develop an infant formula using the modified molecule.

On Being Uniform

Uniforms came into being primarily to create an identity amongst a group of people involved in a particular vocation and it also provides a ring of safety whether amongst adults or school going children. The concept of uniforms is prevalent in the armed and security forces with styles and colors segregating the various divisions of the defense personnel like the navy, air force and the army. Policemen and security guards as well as inmates in a prison have their own dress codes.

In the civilian sector also different uniforms are seen in all sectors like public transport systems, postal divisions, couriers, and the like. Educational institutions have also adopted their exclusive uniforms for their students. In other industries and corporate houses uniforms are resorted to by the staff to distinguish them and set them apart.

These uniforms are again a medium of advertisement for the companies and have embellished the house colures and company logos.

Today almost every educational institution has its set of uniform which includes a complete set of shirts, blazers, ties shoes and socks with its sports kit alongside. Teachers and staff also follow a pattern of dressing affiliated to their school. Engineering colleges, law, professional institutes like hotel management and catering, nursing and medical colleges besides business schools all boast of their uniforms. School bands and sports clubs have different sets of dress that makes them familiar and popular as much as we find in the international sports stadiums where different countries have their national color codes for their sports teams.

Leading hospitality and health care industries use their attractive uniforms to create a branding and bettering their business prospects apart from creating a corporate image. Clothes, jackets, footwear and headgear form part of the uniform and to add to appeal suitable colors and styles are chosen by individual businesses. Large manufacturing units have a common uniform for the workers and staff alike to identify the company's business and have badges also with the company signature. In some instances where it warrants helmets are worn by the employees involved in hazardous tasks, like mining, process and refinery plants, firefighters and rescue squads.

The health care industry also places importance of uniforms for its various categories like radiologists, operation theatre personal, nurses, doctors and medical orderlies and other kitchen staff. These include head ware, masks, footwear and jackets with logos embossed and name badges or identity cards completing the ensemble. ?

It is a common sight to notice that people belonging to different faiths utilize a uniform pattern of clothing for carrying out rites and rituals and also when they undertake pilgrimages to holy shrines in different locations in various parts of the globe. In India which is a diverse country this is more pronounced with followers of different religions don multiple attire which distinguishes their religious following. On the social front also dress differentiates people and their social standing like royalty and caste systems, the land barons and the serf. The days of kings and queens have long gone but the dress culture is a legacy that has been handed down over the generations even into the modern times where science and technology reigns supreme.

Jo-Ann Armao: A debt of gratitude to Etan Patz?s parents

My daughter, my first child, was born May 1, 1979. It was the same year, the same month that Etan Patz went missing. At the time, I was living in Buffalo, N.Y., and his story dominated the news. How could it not?

A 6-year-old boy vanishes in broad daylight while doing something so routine as walking to his school bus stop. Pictures of this smiling, angelic child reinforced the horror. As a new mother, I tried to imagine what his mother and his father were feeling. I thought about how I would be bargaining with God and how, despite my best efforts, I would be going through the ?what ifs.? I hoped for the happy ending that became more unlikely with each day and week. And eventually years.

In 1981, when another smiling, angelic boy named Adam Walsh similarly vanished while on a mundane shopping trip with his mother, there were the inevitable comparisons to Etan Patz.?This time, though, the family was provided with an answer ? a horrible one ? when the boy?s severed head was found in a Florida canal. Thinking of the two families, I had to wonder what was worse: knowing or not knowing?

Etan Patz (REUTERS) ?I just cannot imagine what they have gone through,? New York Mayor Michael Bloomberg said of Etan?s parents on Thursday night when, improbably after all these years, an arrest was finally made. A telling detail of the parent?s pain and hope ? recounted in the stories that appeared on each anniversary of Etan?s disappearance ? was of how they refused to move from their SoHo neighborhood or change their home phone number to make it easier for their son to find them.

There are, of course, still questions to be answered as to whether the 51-year-old man who confessed to the crime is telling the truth. Pedro Hernandez, according to the New York Times, told police he lured Etan to the basement of a bodega with the promise of soda, choked him and stuffed his body in a bag that he left out in the open with trash. Supposedly, when he later returned, the boy?s body was gone.

Like Mayor Bloomberg, I hope this long-sought development brings some relief to Etan?s parents. I feel that I owe them some debt because their loss ? like that of Adam?s family ? helped to make society more aware of the dangers to young children and improve how authorities react.

Alhaji Amidu Sulemana, the Upper West Regional Minister, has appealed to Municipal and District Assemblies to continue to give priority to agriculture in their development agenda by stepping up investment in the sector.

Alhaji Sulemana, who made the appeal at a Sissala Youth forum in Gwollu, also appealed to traditional rulers to make land available to enable the youth and women to go into agriculture.

The Regional Minister commended Youth Vision Organisation for organising the forum to educate and encourage the youth of the area to go into agriculture.

He urged the youth to take advantage of the several programmes and projects initiated by the government to boost agricultural production in the country.

These programmes are the Youth in Agriculture Programme, the ?Block Farming? programme, the Northern Rural Growth Programme, the Government subsidized Fertilizer Programme, the Sustainable Land and Water Management Project as well as the AGRA Soil Fertility Demonstration project.

Alhaji Sulemana added that government was also assisting livestock farmers under a project known as the Livestock Development Project to increase livestock breeding.

He said Ghana?s agricultural strategy was consistent with the Comprehensive Africa Agriculture Development Programme (CAADP) which is being championed by the African Union and implemented under the Medium Term Agricultural Sector Investment Sector Plan (METASIP, 2011-2015).

He said METASIP was based on a well-coordinated strategy of land development with associated mechanization of farm activities, improved seed adoption, increased fertilizer use, increased irrigation, water and sustainable land management and enhanced post-harvest management.

Alhaji Sulemana said the emphasis of the strategy was to reduce the drudgery in agriculture and to improve productivity.

He said the focus of the strategy was the empowerment of small, medium and large scale farmers with emphasis on women farmers to enable them acquire and use appropriate modern technologies to make farming in Ghana a business rather than a way of life.

Ms. Rhoda Zolko-ree, Secretary, Youth Vision Organisation, said the youth in the area had interest in farming but lacked skill and financial support that would enable them go into agriculture as a full time business.

She said the forum was therefore meant to enlighten participants on how to access financial support to enable them take up farming as a full time business.

Kuoro Kuri Limann Buktie, the Paramount Chief of Gwollu Traditional Area who chaired the function,the appealed to government to pass the law on felling down of trees for charcoal production to prevent people from destroying the forest.

The Plant Kingdom's Most Unusual Talents [Slide Show]

Plants seem so passive. Tree branches bow to the wind, losing their leaves. Lettuce just sits there as snails help themselves to a free salad bar. And grass lets everyone walk all over it.

But all that apparent listlessness is deceptive. In truth, plants are incredibly active members of their communities. Plants move on their own all the time?creeping, digging, reaching, blooming. However, most of the action happens too slowly for our eyes to see unaided. In his 1995 documentary series The Private Life of Plants, David Attenborough and his crew created beautiful time-lapse videos to showcase plants' hidden mobility. Climbing jungle vines race one another up tree trunks, stretching towards the sunlight. The thorny bramble whips from side to side, shoving competing plants out of the way to expand its territory.

A spindly orange vine known as dodder is a particularly striking example of dynamic plant life. Dodder is a parasite?it lives off of other plants. Instead of waiting around for a suitable host, the vine hunts one down. Conseulo De Moraes of Penn State University planted a young dodder near a tomato plant and continuously filmed the pair for several days. Her time-lapse video reveals a growing dodder flailing around, tasting the air like a snake, until it finally brushes the tomato's stem and begins to encircle its victim. Eventually it would sink tiny nozzles into the tomato plant to suck out vital juices.

De Moraes discovered something surprising about the dodder: it can smell. The vine sniffs out its hosts, growing toward telltale chemicals released by its neighbors. And it is picky. Dodder prefers juicy tomato plants to slender wheat and healthy plants to sick plants. Tel Aviv University biologist Daniel Chamovitz discusses dodder and many other fascinating plants in his upcoming book, What A Plant Knows, an excerpt from which appears in the May issue of Scientific American.

Dodder is hardly the only plant whose mobility and abilities would surprise most people. The plant kingdom is full of unusual talents that are more common than biologists first realized. The Venus flytrap is only one of several different kinds of carnivorous plants that have developed astonighing ways to catch and digest insects and other small animals. Almost all plants have evolved chemical defenses against herbivores and many plants recognize when their neighbors are under attack, preparing for battle themselves. Alpine buttercups track the sun's arc over the course of a day to keep their blossoms warm and appealing to heat-seeking pollinators. The telegraph plant swivels its leaves to maximize exposure to sunlight, adjusting so quickly that you can see the leaves moves in real time. Some plants may even distinguish between family and strangers, sharing resources only with the former.

Woman documents stolen iPhone's adventures on Facebook -- starring alleged thief

After her iPhone left her possession during a Disney cruise, a woman started noticing new photos being automatically uploaded to her iCloud account. The images include?the apparent phone stealer, a woman who appears to be his girlfriend and a bevy of their friends and co-workers. So the woman did what any clever but irate person would do: Upload them to a Facebook gallery, accompanied by hilarious captions.

Katy McCaffrey?went on a cruise aboard the Disney Wonder in April. At that time she lost possession of her iPhone.?In a comment on the Facebook album she created, she alleges that the smartphone was stolen by a man named "Nelson," who appears in many of the photos and is identifiable thanks to a Disney Cruise employee badge.

McCaffrey?is able to see photos taken with her iPhone because of Photostream,?an Apple feature which automatically uploads photos to a user's iCloud account. (It seems that the man using her iPhone didn't bother to disconnect her account or erase the iPhone.)

When?McCaffrey,?an L.A.-based "creative consultant in the entertainment industry," according to her social media profiles,?first began posting photos, the "Stolen iPhone Adventures"?album was private, but her friends quickly encouraged her to make it public so that it could be shared.?

"I can't see any reason why people shouldn't share this. [F]eel free," she wrote after confirming that her other private photos wouldn't be visible to strangers. The album has been shared over 3,000 times since she made the album public late Monday evening.

In a Facebook comment, McCaffrey?explained that she has alerted someone at Disney Cruise about the loss of her iPhone and forwarded the photos she'd recovered. "Hopefully I'll get my phone back and maybe some free passes to Disneyland," she added.

Rebecca Peddie ??manager of public affairs at Disney Cruise?? confirmed to TODAY.com that?someone from the company has indeed been in touch with McCaffrey and that they "are working on making it right with her."?Peddie explains that McCaffrey's iPhone has been recovered, but wouldn't confirm whether it was found in the possession of the man?who plays a starring role in McCaffrey's Facebook album. Peddie did say that?an employee has been placed on administrative leave while Disney Cruise investigates the situation.

We've reached out to McCaffrey to learn more about the incident, but she didn't wish to give an interview. So for the time being, all we've got are her parting words, in the form of a photo caption:
